I was there at 11am and there was nothing. Disappointed that there was no notification of ongoing renovation works, many of the shops were not open as reviewed by others online. The place was a nice walk from the bus stop in the Yong-San district. From what I see, there are several cafés and pastry shops.

it's a unique place for pictures, difficult to find yes, just take local bus from noksapyeong station you'll find bakery, cafe, perfume shop, restaurant, personally i think it's worth a visit
